Open Archivaris makes public documents from Dutch government bodies searchable and archives them. This may concern actively disclosed documents as well as documents based on the Woo or Who.
For the legal certainty of citizens, businesses and governments, it is necessary to be able to determine retrospectively what the applicable situation was at a given point in time ("moment of insight"). Online it is often impossible to reconstruct an accurate picture of the actual situation: systems are shut down, documents are moved or accidentally taken offline too early, and search systems are geared towards the work process rather than use by citizens. It also happens that large sections of websites containing current government documents cannot be found via Google.
Open Archivist assists citizens, businesses, and governments in gaining insight more quickly. This strengthens confidence in the correct implementation of laws and regulations and provides "market discipline" to prevent socially undesirable or unlawful behaviour. Open Archivaris is not an alternative to legal registration, but it reduces the number of questions to authorities and makes it easier to gain insight and ask specific questions.
